Constitution of the Waffle Republic

I, the Supreme Overlord of the Waffles Survival Multiplayer Server, to establish the government of the Waffle Republic and bring greater order to the Waffles SMP, to bring the laws into the hands of the players and to improve the quality and enjoyability of the Waffles SMP, to refine the server’s legal system and to put in place a chancellorship to govern the players, hereby create and make official this Constitution for the Waffle Republic.

ARTICLE I - POWERS OF THE SUPREME OVERLORD

SECTION I.

WafflesAreBetter and no other will be the sole Supreme Overlord of the Waffles Survival Multiplayer Server, Overseer of all Lands, all must answer to him.

SECTION II.

The Supreme Overlord of the Waffles SMP possesses the power to veto laws he finds unfair, corrupt, and/or unconstitutional.

SECTION III.

The Supreme Overlord may put in place his own laws with no restriction, but if popular opinion in the country rules against it for fair reason these laws cannot go into action without approval from the Administrators of the server.

SECTION IV.

The Supreme Overlord and all others must follow the laws of the Waffle Republic whilst in the land under its jurisdiction, unless it is necessary for purposes such as catching criminals or other such reasons.

SECTION V.

The Supreme Overlord has the power to do any thing that this Constitution declares in the power of the Chancellor or any other part of government, although this should be kept to a minimum and the government should function mostly from elected members only.

ARTICLE II - ELECTION

SECTION I.

All government actions and laws shall be put forth by the Chancellor of the Waffle Republic and their staff.

SECTION III.

N̶o̶ ̶p̶e̶r̶s̶o̶n̶ ̶m̶a̶y̶ ̶v̶o̶t̶e̶ ̶i̶f̶ ̶t̶h̶e̶y̶ ̶h̶a̶v̶e̶ ̶n̶o̶t̶ ̶b̶e̶e̶n̶ ̶a̶c̶t̶i̶v̶e̶ ̶o̶n̶ ̶t̶h̶e̶ ̶s̶e̶r̶v̶e̶r̶ ̶f̶o̶r̶ ̶a̶t̶ ̶l̶e̶a̶s̶t̶ ̶o̶n̶e̶ ̶r̶e̶a̶l̶ ̶l̶i̶f̶e̶ ̶w̶e̶e̶k̶ ̶b̶e̶f̶o̶r̶e̶ ̶t̶h̶e̶ ̶e̶l̶e̶c̶t̶r̶o̶n̶ ̶s̶t̶a̶r̶t̶s̶,̶ ̶a̶n̶d no person may vote if they have been banished from the Waffle Republic or have obtained any other significant criminal record. No person may vote if they do not live in land subject to the rule of the Chancellorship. Elections shall be held anonymously unless the Supreme Overworld thinks it is not necessary. As a result, each candidate will submit their campaign plan to the Supreme Overlord, who will post them anonymously. Candidates who tell people which campaign plan is theirs during an anonymous election will be disqualified.

SECTION VII.

The Chancellor may choose their staff o̶n̶c̶e̶ ̶e̶l̶e̶c̶t̶e̶d̶ and appoint them to do specific tasks and to help the Chancellor with decisions. A staff is not required but may be helpful for the Chancellor, to provide them with ideas and to do jobs for them.

ARTICLE III - LAWS

SECTION I.

The Chancellor of the Waffle Republic and the Supreme Overlord are the only individuals who possess the right to pass, amend, and repeal laws. The staff of the Chancellor and the administrators of the server may write and propose laws to the Chancellor, but have no power in passing them.

SECTION II.

To pass, amend, or repeal a law, the Chancellor or Supreme Overlord must post the law in its entirety, or a link to a Google document containing the law if it exceeds two paragraphs in length, to the correct channel in the Waffle Republic Discord server, and publish it to following channels. Voting shall be held in the discord by means of reaction emojis to the post in the Waffle Republic Discord by players eligible to vote, the requirements for eligibility being the same as stated in Article II Section III of this Constitution, not including the final criteria (those running for Chancellor may vote for or against law propositions). In the post in the Waffle Republic Discord, the Chancellor or Supreme Overlord will react both with a thumbs up and thumbs down emoji (👍👎), and no other so as not to confuse voters. It shall be made clear in the post how to vote on the proposal and that you must be in the Waffle Republic Discord to do so. No person may vote more than once on a single proposal.

SECTION III.

Any proposal by the Chancellor or Supreme Overlord to pass a law will pass if the votes are over one half for the law (👍) and under one half against (👎)  at the end of the seventh day following the post of the proposition, which is when the voting will end.

SECTION IV.

Any proposal by the Chancellor or Supreme Overlord to amend or repeal a law will pass if the votes are over two thirds for the law (👍) and under one third against (👎)  at the end of the seventh day following the post of the proposition, which is when the voting will end.

SECTION V.

Any proposal to pass, amend, or repeal a law that seems unconstitutional must be reported to the Chancellor, their staff, and a server administrator. If the proposal is found to be unconstitutional by the Chancellor, one half or more of their staff, or one half or more of the server’s admins, the proposal will not be passed.

ARTICLE IV - POWERS OF THE CHANCELLOR

SECTION I.

The Chancellor shall hold the right to pass, amend, and repeal laws (see Article III). The Chancellor has the power to appoint staff to their government and to create positions for their staff to fill.

SECTION II.

The Chancellor shall hold the power to establish, modify, and remove government-controlled establishments such as national banks or other government buildings.

SECTION III.

The Chancellor shall share the power to establish, modify, and remove taxes with the Ministry of Wealth’s IRS. The Waffle Republic may tax whatever they want to any amount, but are not allowed to actually collect the taxes, which makes paying all taxes an expected but impossible act.

SECTION IV.

The Chancellor and their staff shall hold the power to spend government owned resources for government projects, and not for personal needs. Any materials or items may be used whenever seen fit to the Chancellor, but any especially valuable and non-renewable items such as diamonds may only be used with full agreement from the Chancellor’s staff, and two thirds agreement from the voters of the Waffle Republic, using the same voting system as established in Article III Section II of this Constitution.

SECTION V.

The Chancellor shall hold the power to form armed forces of players to keep peace, enforce the law, and defend from and attack any other nations that may arise on the server. The Chancellor shall be Commander in Chief of the Waffle Republic and determine the usage of its weapons and resources in a time of war, if this ever should occur.

SECTION VI.

The Chancellor shall hold the power to declare war on  and make peace with any other nations that may arise on the server for good purpose and with a two thirds vote from the voters of the country, conducted in the same manner as passing laws, as established in Article III of this Constitution, and only if at least a third of the players in the Waffle Republic Discord server vote on the matter.

SECTION VII.

The Chancellor shall have the power to carry out punishments as defined by the Law Code of the Waffle Republic.

SECTION VIII.

There must be a record kept of all decisions made and other government proceedings, whether in the form of video or audio recording, or in a Google document, or written books inside the game itself, or any other form of record. These records must eventually be converted to written books inside the government archives.

ARTICLE V - REMOVAL FROM OFFICE

SECTION I.

The Chancellor has the right to remove any staff that they have appointed from office.

SECTION II.

T̶h̶e̶ ̶C̶h̶a̶n̶c̶e̶l̶l̶o̶r̶ ̶o̶r̶ ̶ any member of their staff may be removed from office if they continuously attempt to perform unconstitutional actions, waste resources, are found guilty of a significant crime, break any universal Discord or Minecraft server rules, or in any other way become so publicly unfavored or corrupt that they are found to be unworthy of office. If found guilty of treason, accepting bribery, conspiring against the server overall, or any other equally serious charges, ̶t̶h̶e̶ ̶C̶h̶a̶n̶c̶e̶l̶l̶o̶r̶ ̶o̶r̶  any member of their staff may be removed from office by the Supreme Overlord without a popular vote, ̶a̶n̶d̶ ̶t̶h̶e̶ ̶S̶u̶p̶r̶e̶m̶e̶ ̶O̶v̶e̶r̶l̶o̶r̶d̶ ̶w̶i̶l̶l̶ ̶b̶e̶c̶o̶m̶e̶ ̶A̶c̶t̶i̶n̶g̶ ̶C̶h̶a̶n̶c̶e̶l̶l̶o̶r̶.̶

SECTION III.

Proposals for removal from office can be submitted by any person eligible for voting (see Article II Section III). They must post their argument against the government official in its entirety, or a link to a Google document containing the argument if it exceeds two paragraphs in length, to the correct channel in both the Waffle Republic Discord server, and publish it to following channels. Voting shall be held in the discord by means of reaction emojis to the post in the Waffle Republic Discord by players eligible to vote, the requirements for eligibility being the same as stated in Article II Section III of this Constitution. In the post in the Waffle Republic Discord, the person proposing removal from office will react both with a thumbs up and thumbs down emoji (👍👎), and no other so as not to confuse voters. It shall be made clear in the post how to vote on the proposal and that you must be in the Waffle Republic Discord to do so. No person may vote more than once on a single proposal and the government official which the proposal is regarding may not vote on it.

SECTION IV.

Any proposal by a person to remove an official from office will go through if the votes are over two thirds against the official (👍) and under one third for the official (👎)  at the end of the seventh day following the post of the proposition, which is when the voting will end. At least one third of the Waffle Republic Discord server must vote for the removal from office to be official.

SECTION V.

Any proposal by a person to remove an official from office that does not pass by vote but is decided by at least two thirds of the admins on the server to be valid shall be made official.

SECTION IX.

Removal from office disqualifies a player from being eligible to become C̶h̶a̶n̶c̶e̶l̶l̶o̶r̶ ̶o̶r̶ ̶t̶h̶e̶i̶r̶  staff, or any other government official at any time in the future unless decided otherwise by a three quarters majority in the same type of vote as specified in Article V Section III of this Constitution. 

ARTICLE VI - AMENDING THE CONSTITUTION

SECTION I.

The Chancellor has the right to propose amendments to this Constitution, the Bill of Rights of the Waffle Republic, and any other legal document, using the same procedure as amending a law, as defined in Article III of this Constitution, although at least one third of the Waffle Republic Discord server must vote for the amendment to be valid. Before even proposing an amendment, the Chancellor’s entire staff must unanimously agree on the amendment.

SECTION II.

The Supreme Overlord has the right to pass and veto amendments, and a vote by two thirds of the server administrators can do the same.
